Dr Chua wants MCA reps to be more vocal in Parliament, state assembly

Yes, the elected YBs should, and must, speak up for what they have been doing in their jobs and roles, and in particular, on the woes of the people regardless if the matters concerning their higher ups, comrades or not, and BN or MCA. There's a hidden fear amongst all the elected YBs, or ministers, that they fear of losing their benefits and futures by being blunt and bold, so they choose the smarter way of keeping mum on the higher ups, and place the people as second place. Having said that, some local MCA members in Sabah who have been highlighting the various woes of the people in Sabah is reported to have received negative remarks from the supporters of certain ministers from the party. It may be coincident that these supporters of the Sabah MCA are not originally Sabahan and therefore may not be able to understand the strong feelings of the locals over certain issues affecting the state . People are now generally more knowledgeable about politic, and even very much aware of the inner workings of political and governmental systems, therefore it's high time that these politicians who have the chances to serve the people to adapt and perform with their bests as the 2nd chances of being re-appointed is likely to be very slim, based on past records.

沙巴马华终于争取到一个还像样的官职，恭喜李集锦同志荣获这一项重任和委托。

这个职位原由自由民主党(LDP)的拿督彭育明担任主席。

据说，在彭育明上任之前，该公司是亏损累累的，在其掌管之下，终于转亏为盈。

希望在联邦交通部（马华拿督江作汉部长和来自沙巴的Datuk Bakri副交通部长的协助和配合下，能够提升沙巴航空至另一高峰- 成为本区域的航空泰斗。

李集锦同志：任重道远了。

 

Congratulation to MCA Kudat Division Chief cum Kudat District Councillor, Mr. Li Ji Jin, for being appointed the new Board Chairman of Sabah Air Sdn. Bhd., a subsidiary state government company in the business of air transportation services.

Prior to his appointment, the position was occupied by Datuk Pang Yuk Ming of the LDP.

It's positively believed that Mr. Li's appointment will catapult Sabah Air to new height with the expecting closer relationship of Li and the Ministry of Transport which is headed by MCA's Secretary, Datuk Kong Cho Ha, and coincidently, an even closer relationship from fellow UMNO/BN Kudat MP, Datuk Bakri.

Let's wish Mr. Li all the bests and wishing him success in making Sabah Air a regional air transport challenger/might in the foreseeable future.

沙巴马华州联委会理应特别成立专门小组特司处理沙巴州内的医疗保健事物

当初政府决定买下沙巴医药中心(SMC)的整个医院就认为可以解决主要的问题，没想到接踵而来的问题不断的涌现，交通问题相信是始料不及的。

宜今之计，就是期望各方（州与联邦）都能一起投入策划工作，共同拟定一个方案，快速解决问题以消除人民的痛苦。

州政府必须投入参与协助解决这项问题，虽然医院事属联邦卫生部但是现在吃亏的还是人民 -沙巴州的子民。沙巴州政府是不应该袖手旁观的，所谓城门失火殃及池鱼也。

卫生部长一直以来分属马华（马华署理廖中来）掌管，沙巴马华蚩有袖手旁观，坐视不理之理？

除了各院的巡察局外，沙巴马华州联委会理应特别成立专门小组特司处理沙巴州内的医疗保健事物协助廖中来部长监视有关事物的各项问题。在事情未恶化前就抢先解决之。

My view on 'more seats for Sabah MCA'

The request for more seats is reasonable, and fair.

It has been long overdue as what Chua had said that MCA is already 20 years old in Sabah, and it was then one of the loyal BN components in Sabah, before and after, the toppling of the then PBS government. Its contribution for the BN regaining the power in Sabah can not be denied and taken for granted.

However, MCA must first resolve all the many, long accumulated, and overdue issues in Sabah in order to be convincing that it deserves the seat.

The woes or problems are, most notably and namely - the medical services and the transportation services. These woes are required to be handled in greatest urgency politically before the next general election, if I may say so.

Both portfolios are under its cares - Datuk Liow Tiong Lai and Kong Cho Ha for health and transport respectively.

Apart from these two important posts in the federal government, MCA also has other important cabinet posts that have been affecting the livelihood of Sabahan to some extent, that is, the Ministry of Tourism headed by Datuk Dr. Ng Yen Yen, and she should be able to help tremendously for Sabah's long term economy.

There are other portfolios which MCA have been assigned in the federal government are Minister of Local Government and Housing, Deputy Education Minister, Deputy Finance Minister, Deputy Youth & Sports Minister, Deputy Women & Social Welfare Minister, and Deputy Home Minister respectively.

If MCA is really serious in helping the Sabah people, or vice versa, the various mentioned MCA men in the government can undoubtedly be very helpful.

But, its significance role in the government at the federal level has not been felt much here, and MCA should find out the reasons for its 'dismal' performance, and also of the negative public perception of its role in Sabah.

Is it the leadership problems, or lack of working funds?

The answer is likely to be the MCA leadership problem - from the central all the way down to the state, and the divisional levels.

Perhaps the new style of high-profile (politic) publicity emphasized by the leadership can help in elevating the image of the party somewhat among the people at large. Nevertheless, the MCA candidates are still subjected to the people scrutiny considering that most urbanites are mostly very educated and well informed on various issues and topics.

MCA must earn its respect in Sabah by truly contributing, and people will appreciate it if it's done. The MCA leadership in Sabah needs a lot of fundamental change, or transformation, in meeting the new challenges ahead in Sabah; especially with the new emphasis of high-profile politic as championed by Datuk Dr. Chua Soi Lek, the President of MCA.

By the way, the attitude at the central must also change too. The circumstances in Sabah is different from the Semenanjung. The leaders of MCA at the central must read well the 20-point, the historical document which is one of the key basis of the formation of Malaysia, before they understand the real political implications they have to face in Sabah.

Sabah MCA has been practicing the low-profile, quiet politic in the last 20 years. It's high time to change but not without the needed changes in its leadership's quality and performance. New technology and methodology, and young professionals, must be brought in to support the high-profile politic, without which, it would be disastrous for Sabah MCA.

It should also show the people of Sabah of its long-term commitment in Sabah by having its own MCA building in Sabah, just like what UMNO and Gerakan did.

MCA thus have a lot to do to catch up in Sabah now that if MCA is serious about the seat allocation request.

The likely seat that the BN in Sabah has to allocate is likely to be from the quota of one of the existing UMNO seats, or those currently held by SAPP.

Finally, Sincerity is the key to success for the future of MCA in Sabah.

The ball is now with MCA itself, and not MUSA or Sabah BN.

What's the link between DAP power struggle, Pakatan dinner, and the presence of a prominent MCA member?

Power struggle in a political organization is considered normal but what's really amazing is the story 'linked' to the presence of MCA prominent member, Datuk John Khoo (J. P.), an elder brother of Datuk Edward Khoo Keok Hai, Assistant Minister of the Chief Minister of Sabah, in a Pakatan dinner organized by DAP where big shots like Lim Kit Siong was also present to grace the function.

But, what's the above news got to do with the presence of Datuk John Khoo (J.P.) who is a member of MCA and an elder brother of Assistant Minister to the Chief Minister, Datuk Edward Khoo Keok Hai, in a DAP organized 'Pakatan' dinner?

Does it mean that Datuk John Khoo is interested in DAP, and was there to know more of DAP, or what?

Datuk John Khoo must have got the consent from the family (or the party he belongs now) before he attended the function, maybe for a reason only known to himself, the family, and the organization he is associated with.

If he were there to 'spy', then he must be the most blatant one sent by BN. Will he eventually join DAP? Will he be a champion for the opposition or as an 'under-cover' for BN, only in the last minute of the general election will we know the truth.

Meanwhile, perhaps, a clarification from both Datuk Edward Khoo and Datuk John Khoo will be more appropriate to clear the speculation.

New Party Appointment On April 7?

The Sabah MCA has been under-performing over the last 11 years under Datuk Edward Khoo's leadership.

If he were to be re-appointed as the State Liaison Chairman again, the outlook for Sabah MCA shall be gloomy unless there shall be dramatic change in the leadership style and transformation.

In addition to that, there should be heavy aids from MCA Central in terms of political supports in lobbying for state's governmental posts and positions in Sabah.

The MCA central also has to finance the costs of operations in the divisions on a regular basis like the UMNO Sabah who has been well look after since its entry into the state some 19 years ago.

Another setback for MCA Sabah so far is that the relationship of Sabah MCA with top leaders of BN components in Sabah has been quietly reported to be not up to good level, and the component parties in Sabah has virtually labelled Sabah MCA as 'irrelevant'.

Will Datuk Edward Khoo changed his style of leadership and administration of the state MCA once re-appointed?

Will the grassroots welcome him as the state liaison chief again after all these years of grievances and 'dis-satisfactory' performance?

In conclusion, the new appointment is significant, and is a 'make-or-break' decision by Dr. Chua for Sabah MCA and the MCA as a whole?

This is a more realistic proposition from a government agency, and making a lot of sense.

Sabah people must support this approach and method without reservation.

If this proposition is to be made a reality, State Government must be given the main role position for this endeavour.

What has been the State Government's role in all these power shortage and coal-fired power plant issues that has been plaguing the state for so long?

Sometimes I wonder if the State Government been invited to be a part of the solution. But, it looks like the State Government is very passive and seemingly has no say (at least from the surface) on all these important matters concerning the Sabah people.

Lack of consultation and collaboration is a common phenomenon in our country that must be resolved first before anything positive can be done.

We will regret if we don't do it now.

Is MCA Sabah Still Relevance In Sabah Politic?

The answer is MCA Sabah is no longer relevant in Sabah’s politic.

The main reasons are summarized as follows:-

1. The number 1 and 2 leaders in Sabah are having an open 'in-fighting' for leadership;
2. The relationship with other components in Sabah BN especially UMNO has not been good;
3. There is currently a leadership problem in Sabah State Liaison Office;
4. The State MCA is virtually survived on its own with limited supports from its central headquarter;
5. All the Divisions are virtually dysfunctional despite its physical presence.

The recent reshuffle of State Cabinet is an obvious example that saw MCA remains the same status quo in Sabah despite all the high hopes earlier that it'd expected to step into the higher level of Sabah politic.

The failure of wooing Datuk Raymond Tan into Sabah MCA fold was said to be the one of the causes of discontents, and conflicts. The grassroots are disappointing with the so-called ‘selfishness’ of certain leaders who lacked political ethics, skills and the much needed leaderships. On the Raymond Tan case, the accused local leader even later, when confronted, claimed ignorant and swiftly pushed the responsibility to the President of the party who was one of the negotiators, jointly involved in the negotiation of Raymond’s entry to MCA.

The unsuccessful attempt to bring in Raymond had led to the biggest ever rift between Datuk Paul Kong, the number two leader, and Datuk Edward Khoo, the current HQ-appointed State Liaison Chief. The two are now accusing each other for the problems in Sabah MCA. The morale of MCA has reached it’s lowest since its formation in Sabah 15 years ago.

The failure of Datuk Khoo in clinching a Ministerial post in May, 2009 was the tipping point as the grassroots had been looking forward for the appropriate post as a 'rewarding to the State MCA, after 18 years of struggle in the state with the initial aim of overthrowing the then PBS government. The entry of Sabah MCA was construed as mimicking the working relationship of UMNO and MCA in the semenanjung. On the contrary, the re-entry of PBS in the state cabinet saw its power base grew by the day since 2001, more and more PBS cabinet ministers are appointed, so are the ‘revived Gerakan’ with a minister in the Industrial & Development ministry, and State MCA is merely a decorative partner in the state government.

Prior to 308 general elections in 2008, Sabah MCA had been the 'bridge' for Sabahan for the affairs of Medical, Transportation, Local Government, and Education respectively; unfortunately, all these portfolios are now ‘replaced’ by UMNO Sabah, even though it’s only as Deputy Ministers, the 'systematically' move had definitely sidelined MCA in Sabah. The MCA Sabah has become irrelevant, politically. The recent criticisms on the lacklustre performance of the ministry of health in Sabah on the pace in the purchase of SMC and the reconstruction of QEH was seen as an open shown of disrespect on MCA Sabah and its HQ in the Senemanjung.

Who needs MCA Sabah now even the respective Ministers in the earlier mentioned ministries are headed by MCA?

The problem of MCA in Sabah is not only due to local problems but also very much due to the weakness in its central leadership to manage and support the fellow MCA Sabah adequately and sincerely.

The grassroots in Sabah are all disappointed with the attitudes of central leaderships who only spend time with the local issues during the party election. The local grouses were usually lightly taken, or sometimes ignored. Politic in Sabah is different from the semenanjung that there are more BN components vying for the Chinese supports.

MCA KL must do a drastic reformation in Sabah in order to become relevant again. They simply need to understand the political scenario and situation in order to be ‘alive’ again.

Sabah Senatorship For Sabahan

I refer to a Sunday Forum article published on 12-July-2009 and am amazed by the kind of mentality that still prevails in Sabah today, and I hope the writer (by the name JP) of the above article is not a member of MCA Sabah.

Sabahan has always been critical about their rights being eroded and outsiders always become the targets of blames when jealousy sets in. Sabahan should work harder and do more soul-searching on why they ‘lost out’ than negatively using the unprofessional way to oust the capable members.

It’s common knowledge that Sabah was co-developed by Malaysians from throughout the country, notably the Sarawakians. If we were shortsighted and closed our door tightly in the last 30 years, Sabah would not have achieved like it is today. It was the ‘virtual open’ policy that worked.

It’s an un-denying fact that Datuk Paul Kong has been contributing quite a lot for MCA Sabah over his years of services, and he’s one of the most qualified candidates for the post. Further more; Penampang MCA division under his leadership has been the fortress of MCA Sabah in the last 8 years supporting the only State Assemblyman we have.

MCA is a national political party for the Chinese Malaysians regardless of origin, have been politically contributing towards a stronger Sabah, or Malaysia, one way or another.

Out of the 25 divisions of MCA Sabah, 9 Division Chairmen are the so-called ‘Outsiders’.

The truth on the only senatorship for the MCA Sabah is that the Senatorship has been a quota for MCA, not for Sabah. In other words, the Senator that MCA Sabah used to have was actually under the quota given by MCA Headquarter, not from Sabah. It's a 'loan' to Sabah. Why was the writer by the name JP think that MCA is taking the quota from Sabah? In actual fact, it’s the other way round, MCA is ‘loaning’ the Senatorship to Sabahan than taking it away from Sabah.

【亞庇廿日訊】馬華兵南邦區會昨晚假該區會黨部召開之常年代表大會上通過九項提案，包括籲請黨中央在未來的大選中只遴選各別區會屬下的區會領袖和該區會所推薦的人選作為大選國，州議席候選人。

通過之大會提案如下：

㈠全力支持首相拿督斯里納吉的領導和他的治國「一個馬來西亞，人民為先，表現為首」的理念。

㈡全力支持總會長拿督斯里翁詩傑繼續領導馬華。

㈢全力支持首席部長拿督斯里慕沙阿曼五月份改組的新州內閣陣容和繼續領導沙巴州國陣政府。

㈣呼籲黨中央將拿督周文明任期屆滿的上議員一職保留給沙巴同志擔任，並全力支持區會主席拿督江承俊被委任。

㈤敬請黨中央儘快修改黨章以便州主席將由各州內區會代表直選。

㈥敬請黨中央在未來的大選中只遴選各別區會屬下的區會領袖和由該區會所推薦的人選作為大選國、州議席候選人。

㈦敬請黨中央和州領導層向國陣政府爭取更多的大小官職給予馬華同志擔任。

The passing of the above resolutions indicate that there are more questions than answers in MCA Penampang and its Parliament constituency, as follows :-

1. Does it mean that Penampang MCA wants YB Datuk Khoo, who is a Division chairman of Sandakan parliamentary, out of Penampang constituency? Does it mean that Edward Khoo has to move back to Sandakan in the next election? Is it the result of the fallouts in the working relationship between Dtk. Paul Kong and Dtk. Edward Khoo ever since the issue of Raymond Tan not joining MCA?;

2. What had YB Khoo done in the taking over of government positions previously occupied by SAPP? How is the performance and public relations of YB Khoo with the BN components in Penampang?

3. Is there any effective coordination mechanism to get all the BN components to work in unison? And, how well are they?

4. What happens to the status of the only Senatorship 'given' to Sabah MCA? Will MCA HQ appoints Dtk. Paul Kong as Senator with his somewhat aggressive request for this particular position? Would MCA HQ. take back the so-called 'loan' senatorship?

Sabah Must Tell TNB What Sabah Really Wanted

I read with doubts on the sincerity of Leo Moggie on the coal-fired power plant issue which had been plaguing Sabah over the last 2 years.

To build or not to build (a coal-fired power plant), that’s the question.

TNB should have had a master plan for Sabah’s electricity needs, for now and the foreseeable future. But, I simply doubt it. Even if the plan ever existed, I wonder if this master plan had ever been a result of consultation with the local Malaysian in Sabah in the first place. Judging from the rare protests on the issue, from east to west coast, it shows that Malaysian in Sabah had ‘never’ been properly consulted on the issue of electricity needs nor the real situations discussed.

TNB is simply ‘arrogant’ in its handling of the issue by repeatedly ‘threatening’ Malaysian in Sabah that if coal-fired power plant is not built now, crisis will be escalated to the point of more hardships for Malaysian in Sabah. The arrogance could be tolerated if they have been doing their part well. The frequent power cut throughout the state, especially in the east coast, is a norm of the day.

Malaysian in Sabah is no doubt can not afford to wait too long for the greener electricity to be delivered, however, it shouldn’t be difficult for TNB to decide on using gas or hydro as the main source for the power generation.

However, TNB may have other difficulties which may be confidential to be openly discussed.

Malaysian in Sabah wants the electricity badly while maintaining the environment ‘untouched’. We want green and sustainable energy sources. Environment is our top priority. Conserving the environment is important and critical to our survival.

TNB should listen to the local people for the way they want for their electricity supply, and not spending time to argue and quarrel with the consumers on how they generate the energy using coal. The local people have the right to determine how their electricity comes from.

Malaysian in Sabah should have the final say in what type of energy and the subsequent environment they should be getting; situation is like those insisting on genuinely ‘Organic’ label in the organic food arena where the end product must meet certain stringent rules of the organic food industries.

TNB should consider returning SESB back to the state government if they can not comply with the people wishes – that is adopting green energy sources.

It’s also high time that the state government review its relationship with the federal government on the energy issue by perhaps setting up a committee overseeing the entire needs of energy sources in the state so as to avoid similar dilemma ever happened again.

Isn’t it having a special committee monitoring the performance of our federal counterparts as part of the implementation of KPI (Key Performance Index)?

MCA Can Only Blame Itself, What else?

It doesn't really matter now.


Who ever appointed at their respective positions must start to deliver now.


For affairs in the Chinese community, the Chinese should approach Peter Pang of LDP.


For Mazu issues and its progress on the government-sponsored statue in Bak Bak, Kudat; Yee Moh Chai & team must deliver them within a year.


For medical services, Rosnah is the one who should be held responsible and ensure that Sabahan are taken care of as they should after years of neglect.


For infrastructure, Pairin must work hard to catch up where Raymond left off - a legacy of poor roads, drains, unreliable electricity supply, water resources, and controversial coal-fired power plant.


For transportation issues, we have Bakri of UMNO Kudat, a Deputy Minister of Transport, to take care of all the affairs of transportation in Sabah & Sarawak.


For Local Government & Housing at the federal level, we have Lajim working closely with Hajiji, the State Minister of Local Government & Housing.


PBRS President Tan Sri Joseph Kurup who is a Deputy Natural Resources and Environment Minister must now make sure that environment in Sabah is maintained and improved especially on the badly-needed drainage system in the urban areas such as Putatan, Kota Kinabalu, Sandakan, Tawau, Lahad Datu etc.. His role is relevant and gravely important to the Eco-Tourism that sabah banking on for the future generation ahead.


For LDP, its president Datuk Liew Vui Keong, who is now a Deputy Minister in Prime Minister's Department should be able to influence directly any issues concerning Sabah even though he may be just a Deputy Minister.


For Chinese education, perhaps the Chinese community still need Edward Khoo for MCA has a Deputy Education Minister, Datuk Dr. Wee Ka Siong. This is the last frontier of MCA Sabah.


MCA Sabah has gradually losing its luster as being the “main” bridge linking the federal and the state of Sabah. Its power base is no longer as attractive like it used to be before the era of Najib. The sudden emergence of Gerakan in Sabah, with the entry of Raymond Tan to its fold, has put more salt onto MCA’s wound. Its existence has further driving away the dependency of MCA in the state.


The in-fighting between the top leaders may have been the main reason for the outcome of MCA Sabah today as the party may not be enjoying the respect that it enjoyed during the Ong Ka Ting’s rule.


The federal comrades of MCA ministers and Deputy Ministers must bear the blame where a number of local issues were not handled appropriately, notably, the hospital QE, Transportation woes, and the citizenship & IC of Madam Yong in Penampang just eight months ago.

Dato Cho of MCA Kedah, paid dearly the price by losing his party election last October but has been miraculously re-appointed as the Deputy Home Minister in the Najib's cabinet, had not handled the Madam Yong's IC case properly; however, the matter finally was settled by UPKO, a local KadazanDusun party led by Tan Sri Bernard Dompok, who was then a Minister in the Prime Minister Department.


It's really an embarrassing moment for MCA Sabah. The local leaders of MCA were helpless in many local issues, and could only offered lip service instead. Othercriticisms on the local MCA leaders were lackadaisical, passive, less vocal; and changes therefore should be done immediately if MCA Sabah wants to be relevant again.


The morale of MCA Sabah is now at its lowest since 1991.

The Dilemma Of MCA Sabah, Where Do We Go From Here?

The perversity of continue appointing Raymond Tan Shu Kiat as Deputy Chief Minister (DCM) is just not only inappropriate but also an act of blatant insult to the people of Sabah.

Raymond Tan should voluntarily give up the Minister of Works and DCM since the pull out of SAPP from BN. However, it takes two to tango, both CM & Raymond should not ignore the feeling of the people, especially the matter has now escalated to a serious issue of Public Interests.

Take for example; a vacancy of Deputy Finance Minister left by the resignation of SAPP's YB is deliberately left vacant until today. Furthermore, another Deputy Works Minister post also has to be reappointed due to the corruption ridden UMNO YB from Kota Belud.

People has been wondering what's in the mind of CM? What's the poser?

Maybe, an answer will surface after the UMNO Supreme Council Meeting on or after 24-May-2009?

The CM of Sabah is also the Finance Minister.

MCA Sabah has been doing the most on helping the local people on the federal affairs such as health, education, transportation, and security over the years ever since 1992, the same year as the entry of UMNO Sabah; regrettably, it was never given the due respects it deserves in reciprocal.

Although MCA is the second dominant coalition component party in National BN, only next to UMNO, it’s not given the same opportunity to develop itself right from the start in Sabah, citing for fear of losing the supports of local people whom are still very much anti-semenanjung and regionalist.

The BN Sabah, led by UMNO, seems over the years been discriminative against MCA that it has been “asked” to take a back seat in the running of the state by the so-called “BN’s Spirit”.

The local-based parties were allowed and encouraged to grow their strength naturally; unfortunately, MCA was left to grow under-nourished without the needed resources it should have, either from MCA Central or BN Sabah. The situation of MCA Sabah has indeed been described as “demoralizing”, like it or not.

MCA Sabah should have been given at least one parliamentary seat to contest in the last general election but not so, largely due to the aggressiveness of SAPP wanting even more seats which had stirred up quite a bit of havoc prior to the 308 general election day. Nevertheless, MCA Sabah should now be given the chance now that SAPP is out of the coalition. Not only that, our only State YB should be promoted as the DCM as well as a full minister.

It’s high time that the MCA HQ extending its available resources to help MCA Sabah to secure the seat allocation as well as to ensure its eventual capture.

It’s now or never.
